Funded by the World Bank, the Government of Maldives is implementing the Sustainable and Integrated Labor Services Project to improve social protection coverage and employability of workers. This Project is jointly implemented by the Maldives Pension Administration Office (MPAO) and Ministry of Higher Education, Labour and Skills Development (MoHELSD).
MPAO hired GCS IT Expert to assess the current stage of development and technical functionality of the Koshaaru system, as well as IT infrastructure, software ecosystem, system security, IT human resources, IT project management and identifying strengths, limitations, and areas for enhancement, with a view to supporting the platform’s future scalability and integration potential.
The Consultant shall conduct a thorough technical review of the Koshaaru system, focusing on both the software application and the IT ecosystem as well as system development aspects in support of MRPS administration. Key tasks will include:
⦁ Architecture: Analyze system design, scalability, and modularity.
⦁ Code Quality: Check code structure, documentation, and adherence to coding standards.
⦁ Security: Assess vulnerabilities and compliance with security best practices.
⦁ Performance: Review system efficiency, scalability, and potential bottlenecks.
⦁ Data Compliance: Ensure data handling meets international regulations.
⦁ Testing & Documentation: Evaluate test coverage and quality of documentation.
⦁ Third-Party Dependencies: Check for proper use and licensing compliance.
⦁ Infrastructure & DevOps: Review CI/CD pipelines, deployment strategies, and cloud/infrastructure setup.
On the basis of this assessment, the consultant will be expected to provide strategic advice on the upgrades and improvements in the current system or direction of procuring or developing a new application to support operations of MPAO.
