scope

This assignment supports the development of a centralized, online MIS platform to operationalize the Cash Plus pilot for households with children under five (U5) in Program Perumahan Rakyat (PPR) housing communities. The MIS will support registration, enrolment, payment processing, case management, grievance redress, and monitoring. Global Convergence will be responsible for full-stack technical execution, in close alignment with
EPRI and UNICEF Malaysia’s operational and policy teams. Global Convergence Solutions (GCS) is responsible for the design, development, deployment, training, hosting configuration, of the MIS platform, as detailed below:

⦁ Finalize functional specifications and process flow diagrams
⦁ Develop data model and user stories
⦁ System Design Architecture
⦁ Draft and finalize high-level system architecture
⦁ Define cloud infrastructure requirements
⦁ MIS Development / Customization (Modules to be Delivered)
⦁ Registration module
⦁ Enrolment and payment module
⦁ Case management module
⦁ Grievance redress module
⦁ Monitoring and dashboard module
⦁ System Deployment & Training
⦁ Conduct iterative development and user testing
⦁ Establish production and test environments on Microsoft Azure cloud hosting
⦁ Develop and deliver training materials and conduct Training of Trainers (TOT) sessions
⦁ Cloud Hosting Setup, Configuration and Maintenance
⦁ Configure virtual environments
⦁ Implement automated backup and monitoring
⦁ Conduct security audits, cyber security and vulnerability audits in compliance with ISO / IEC 27001 standards
