scope
- Develop a work plan outlining the schedule, detailing the activities to be undertaken, stakeholder meeting requirements, and other support required
- Conduct a desk review of current legislation, regulations, manuals, procedures, and institutional arrangements that guide the administration, and management of social services.
- Conduct an assessment of existing social protection programs. In particular:
- Identify, map, and describe social protection services
- Identify gaps to improve the system’s capacity to target of vulnerable groups
- Describe operational procedures including those used for rapid responses during shocks and emergencies by triggering convergent action among different agencies
- Identify communication and outreach procedures, tools, and examine opportunities to increase awareness.
- Conduct a mapping exercise of social service databases, registries, providers, and suite of services. Develop a conceptual framework to inform the formulation of an integrated beneficiary registry to, inter alia, increase the efficiency and collaboration between different actors.
- Draft a Social Registry Strategy document identifying the following:
- Governance and Coordination
- Staffing and capacity requirements
- ⦁ Standard Operating Procedures adapted to Jamaica’s needs, with particular focus on tools, protocols, and manuals to be utilized for social protection in emergencies
- Technologies and Data Management Requirements
