Year: 2021 to Present

The Asian Development Bank (ADB) headquartered in Manila contracted to provide a top line technical support to BISP for the design and development of a robust, sustainable integrated Management Information System and Grievance Redress Mechanism Platform with fully functional program modules for implementing social protection programs.

⦁ Provide technical support during the business process analysis and developing an ‘as-is’ and ‘to-be’ functional specifications of an integrated systems including GRM;
⦁ Take a lead on the ICT related discussions on behalf of ADB task team with an aim to provide technical support to the government counterparts during the implementation of ISPDP;
⦁ Identify the technical resources necessary for BISP to develop necessary ICT related TORs (software, hardware specifications etc.) and facilitate during the procurement process if needed;
⦁ Organize regular meetings and discussions with BISP counterparts during the system design and development phases and as domain expert – share the international good practices and techniques to adapt for BISP to establish an integrated system;
⦁ Provide technical guidance during the system testing and audits, review and providing comments/suggestions and feedback to ensure quality product and apply quality control measures;
⦁ Review and provide guidance/comments and suggestions on the technical deliverables (such as system design architecture, data exchange protocol etc.);
⦁ Work closely with the ADB task team in the supervision of the MIS related activities/actions and provide technical input on documentation submitted by the counterparts for ADB issuance of no objections;
⦁ Support the TTL and team in reviewing progress towards the MIS-related DLIs and provide technical input in support of the Bank’s verification of compliance with DLIs; as well as provide support to BISP to help achieve the MIS related DLIs;
⦁ Participate in periodic technical virtual and field missions in consultation with the ADB task team leader and contribute to mission’s reports and aide memoires as needed
