The Asian Development Bank (ADB) is financing the Building Resilience and Reducing Rural Poverty Project (BRRRP) of the Lao PDR to expand the government’s targeted, nutrition-sensitive conditional cash transfer (CCT) program poor households in areas with high rates of poverty, malnutrition, and climate risks, and make social protection systems more adaptive and shock-responsive.

The consultant will support the recruitment of an IT consulting firm/s that will implement the three digital technology components under the Output 3. Social protection delivery systems and CCT implementation enhanced, which include component 1: Enhancing the Social Protection Management Information System and its Registry to Support the Poverty Graduation Program Pilot Implementation, component 2: Developing Data Exchange Platform for Social Protection Data Interoperability component 3: Design, Development and Operationalization of a Shock Responsive and Recovery System. He/she will work closely with the ADB BRRRP team and Department of Rural Development (DRD) project management unit (PMU), the DRD Evaluation and Standards Division, and report directly to the ADB.
