The Sultanate of Oman with the support from UNICEF is currently undertaking an initiative to establish a Single registry platform –a tool for means-tested programmes to select and identify beneficiaries, with the information available in the Registry (either through direct means-testing, or proxy means-testing). With their own eligibility thresholds, targeted program would therefore select households using the data from the Single Registry, requiring households and individuals to be included in this instrument to function. UNICEF has recently drafted a policy note on the use of Single registry for Oman.
The team was tasked to develop a high-level conceptual design framework of Single Registry:
A draft document was developed to give an overview of how the single registry design framework and how the design would actually work in reality with stakeholder consultations and brainstorming. Tasks involved:
⦁ Organizing a technical mission in Oman to discuss the draft conceptual design and finalize the document;
⦁ Developing a Request for Proposal / Terms of Reference for hiring a qualified firm for the design, development and implementation of a Single Registry Platform including the case management functions.
